Project Summary

Sproutt was engaged by the City of West Torrens to undertake a comprehensive condition inspection and valuation of the Council’s bridge assets, including both road and pedestrian structures. The project scope aligned with ARRB’s Bridge Management Best Practice Guide 4 (2020) Level 2 inspection standards and relevant Australian Accounting Standards. Deliverables included condition and defect assessments, photographic documentation, guardrail risk analysis, asset revaluation, and the development of a 10-year maintenance and capital renewal program.

Our Approach

Sproutt completed detailed, component-level inspections using a standardised 1–5 condition rating system across all structures, capturing asset attributes, defect details, and photographic evidence. Guardrails were assessed for compliance with modern safety standards, with intervention recommendations based on alignment, damage, and configuration. Revaluation outputs included remaining useful life, replacement costs, depreciation, and insurance figures. All findings were formatted for direct integration into the Council’s Asset Management System (Conquest), ensuring CWT received practical, accurate data to support both risk management and long-term investment planning.

Outcomes

The detailed bridge inspections and valuations completed by Sproutt have empowered the City of West Torrens with clear insights into the condition and value of their bridge assets. The condition-driven maintenance and renewal programs will support risk mitigation and infrastructure longevity, while the integration of guardrail assessments enhances safety and liability management. The Council now has a robust foundation for informed asset investment and planning.
